I first found this meme on my Facebook news-feed. I have to confess, I found it very humorous.
The meme showed up about a week ago, around the time Putin first moved troops into the Crimean Peninsula.
To me, the message of the meme is Obama's lack of power in the situation. Soft power techniques such as bilateral talks, removal from the G7, EU financial support for Ukraine, sanctions, etc., have not been sufficient to stop Putin from moving troops into the peninsula.
This week, the tension has escalated since the Crimean Peninsula declared itself independent on Monday and Putin subsequently formally recognized the Crimea region as a "sovereign and independent state"
